MINNEAPOLIS – The Safe, Accountable, Flexible and Efficient Transportation Equity Act of the 21st Century: A Legacy for Users (SAFETEA-LU) – a six-year, $286 billion spending bill for highways, rails and transit programs – was signed into law by President George W. Bush in August 2005. Parts 924 (Highway Safety Improvement Program) and 650 (subpart D, Highway Bridge Replacement and Rehabilitation Program) of the bill’s 23rd section are two examples of areas that apply to specific benefits of Cargill’s new SafeLane™ Ice Prevention Overlay system, and should be considered as agencies apply for federal highway funding.
At the SAFETEA-LU signing ceremony, President Bush said, “This is more than just a highway bill – it is a safety bill.” Safety is a large part of what the patented SafeLane overlay is all about. By combining the pavement sealing and renewal characteristics of an epoxy overlay with a unique aggregate that stores and automatically releases anti-icing chemicals, this system helps prevent dangerous frost and ice formation and seals roadbeds to prevent damage caused by water and chemical intrusion. SafeLane is also an environmentally responsible solution that decreases the amount of chemicals used in deicing.
“SAFETEA-LU legislation enables transportation agencies to address safety concerns on roads in their jurisdiction,” said Bob Persichetti, general manager, Cargill SafeLane. “The bill provides multiple opportunities to replace and rehabilitate safety trouble spots and advance larger safety initiatives with tools such as the SafeLane overlay.”
A proactive deicing program using the SafeLane overlay can offer significant economic benefits for public works agencies and/or departments of transportation. Increased traction helps reduce costly accidents and there also is a diminished need to have trucks out in inclement weather – which means call-outs and overtime can be managed more efficiently.
